    Delegate Miller, C. moves to amend the bill on page twelve, section five, line fourteen by striking sub-section five and inserting in lieu thereof the following:

“(5) Whether the project will foster the development of programs that will help enrich peoples lives and open their minds to other cultures and educate our citizens about other ethnic, socioeconomic, historic, and cultural differences that make up our world;”
